Medical Center Director
Mr. Desmond McMullan was appointed the Medical Center Director of the Beckley VA Medical Center in April 2020. Prior to this role, he held the position as Deputy Medical Center Director of VA St. Louis Health Care System as of October 2, 2017. Mr. McMullan holds a Master of Business Administration (MBA) degree with a concentration in Health Care Administration. Prior to his selection, he was the Chief Executive Officer and Group Practice Manager for the United States Army in Fort Bragg, NC. Preceding that position, he was the Assistant Deputy Commander for Clinical Support Services at the Fort Belvoir Community Hospital. His accomplishments in these roles include: providing oversight for chief administrator functions associated with a stand-alone facility to include budget, facilities, space utilization, logistics management, equipment, supplies, contracting, public relations, systemic internal review, personnel management, and direct leadership and direction to all providers, nurses, ancillary staff, and administrative staff. Mr. McMullan was designated as the senior leader responsible for oversight of clinical support departments, divisions, and work centers within Human Resources Management, Customer Service, Radiology, Pharmacy (outpatient and inpatient), Medical Readiness, Pathology, Blood Bank, Nuclear Medicine, Radiology Oncology, Optometry, Audiology, and Preventive Medicine/Public Health. In addition to Mr. McMullan’s most recent specialized experience, he has served as Chief Hospital Administrator and Senior Headquarters Administrator for Walter Reed Army Medical Center in Washington DC.
John D. Stout, MBA | 304-255-2121
Mr. John Stout, MBA was appointed as the Associate Director at the Beckley VA Medical Center in November 2017. In this role, Mr. Stout has the authority and responsibility for the non-clinical operations of Beckley VA healthcare facility. In this role, he has overall responsibility for planning, organizing, directing, coordinating, controlling, reviewing, evaluating, and improving administrative and supportive operations of the facility, which administers a variety of medical care and treatment for Veterans in eleven counties in Southern West Virginia. These duties are geared to successful accomplishment of the Beckley VAMC’s assigned patient care, treatment, medical education, and Department of Defense contingency support missions. Mr. Stout served as chief executive officer and chief operations officer at Indian Health services critical access hospitals. He is also a warranted senior contracting officer who supported the director of acquisitions, DHHS area office, CEOs, and other executives in the Phoenix area with business advice and administrative consultation. Mr. Stout was an executive member of the DHHS’ Phoenix Area Office which supported thirteen hospitals and medical centers in the Phoenix area, spanning Arizona, Nevada, California, and Utah. Mr. Stout is a Veteran of the U.S. Marine Corps with more than 23 years of military experience in various leadership roles as a Marine officer. He is decorated with several medals including the Southwest Asia Service Medal, Kuwaiti Liberation Medal, Global War on Terrorism Service Medal, Combat Action Ribbon, Navy Achievement Medal, Navy Commendation Medal, and many others. Mr. Stout received his Bachelor in Social Services from the University of Mississippi in 1999. In 2004, he received his Master’s in Business Administration with an emphasis in Government Policy and Acquisitions from the Naval Post Graduate School. Mr. Stout has nearly 28 years of federal government experience across multiple agencies, with extensive training in process improvement.
Donald A. Gagliano, MD, MHA, CPE | 304-255-2121
Chief of Staff
Dr. Donald A. Gagliano was appointed as the Chief of Staff at the Beckley VAMC in April 2020. Prior to this role, he was the Chief of Staff at John J. Pershing VAMC beginning in October 2018. As Chief of Staff, Dr. Gagliano is responsible for all the clinical operations at the Beckley VAMC and two community clinics in Greenbrier and Mercer counties. Dr. Gagliano earned his undergraduate degree from the United States Military Academy at West Point, medical degree from the Chicago Medical School, and graduate degree in Health Administration from Pennsylvania State University. He completed his residency in Ophthalmology at Brooke Army Medical Center in San Antonio, TX, and fellowship in Diseases and Surgery of the Retina at the University of Illinois Eye Infirmary in Chicago, IL. He is a graduate of the United States Army War College (1998) and earned a Certification as a Physician Executive (CPE) from the American Association for Physician Leadership (2001). In 2003, Dr. Gagliano served as the Iraq Theater Surgeon and Commander of the 30th Medical Brigade during the invasion and occupation of Iraq. He retired from active duty in 2013 as a U.S. Army Veteran with more than 30 years of military service. Dr. Gagliano is married to Rosalind, also a U.S. Army Veteran, who is a graduate of the Walter Reed Army Institute of Nursing in Washington, D.C. and St. Mary’s Law School in San Antonio, TX. They have two adult daughters, Lauren and Amanda, and one granddaughter, Tula.

Associate Director for Patient Care/Nurse Executive
Garett Schreier, MSN, RN, was appointed as the Associate Director for Patient Care Services/Executive Nurse at the Beckley VA Medical Center on March 29, 2020. Previously he served as the Associate Director for Patient/Nursing Services at the Ralph H. Johnson VA Medical Center in Charleston, SC and in the same capacity at the W.G. (Bill) Hefner VA Medical Center in Salisbury, NC since August 2013. Mr. Schreier served as the Director of Quality Management at the Lebanon VA Medical Center, Lebanon, Pennsylvania, and was the Deputy Nurse Executive at the Lebanon VA prior to his role in QM. Mr. Schreier served a detail to VA Central Office to support the implementation of the Caregiver Support Legislation. Mr. Schreier has been an Associate Chief of Nursing Service for Geriatrics and Extended Care, Acute Care, and Mental Health at various times during his VA Career. During this time Mr. Schreier served as the Clinical Nurse Advisor for the Geriatric Nursing Field Advisory Committee for the Office of Nursing Services. Mr. Schreier is a Veteran of the United States Navy and served as a Fleet Marine Force Navy Corpsman. Mr. Schreier went on to receive a commission as a Nurse Corps Officer. Mr. Schreier holds a Master’s of Science in Nursing from the University of Phoenix and Bachelor of Nursing from York College of Pennsylvania.
